The NSW Reference Group was established to promote the Australian Flexible Learning Framework, now known as the National VET E-learning Strategy . The Reference Group provides strategic advice and leadership on the implementation of the Strategy projects, to ensure relevance and impact in the NSW vocational education and training sector.
The Reference Group is chaired by Jai Waters, General Manager, NSW TAFE Customer Support and NSW Representative to the Flexible Learning Advisory Group ( FLAG).

Members are representatives of all VET Sectors.


Jai Waters

Jai Waters is the General Manager, TAFE NSW Customer Support. She has 20 years experience in organisational development and change management. She has had extensive experience in designing and developing organisational strategy, organisational planning and performance, as well as driving innovation through using design.
She is currently leading the implementation of large scale systems reform including Learning Management and Business Reform (LMBR) program for TAFE NSW and Student Administration and Learning Management (SALM) program which will deliver integrated new solutions for Institutes to manage students and learning.
Jai has recently completed her Executive MBA with the Sydney Business School and has a Graduate Certificate in Change Management. She has a Masters in Clinical Psychology and has run her own successful private practice. Prior to joining TAFE NSW, she worked in health promotion research in the Department of Epidemiology at Westmead Hospital.


Deb Littlehales

Worked in Adult and Community Education in Canada and Australia since 1995.Formerly manager of Kiama Community College, and ministerial nominated member to the Board of Adult and Community Education.
Long term support of E- learning initiatives Flexible Learning Leaders 2004, Project Manager for many Flexible Learning projects since 2002. Passion for empowering communities with opportunities and development of champions.
Currently self employed consultant with Q Blue Solutions working in the role as Professional Development manager for Community Colleges Australia and Project manager for the Kiama NBN Digital Enterprise Program.


Pamela Simon

Pamela Simon has been in the role of Academy Education Manager for Surf Life Saving NSW since April 2007. Her main role is to develop and manage educational programs to ensure members achieve a high standard of knowledge and proficiency in current rescue and emergency care techniques and equipment...primarily using volunteers! Last financial year SLSNSW delivered almost 53,000 Awards – both accredited and non-accredited, to members and commercial clients.
Pamela’s role also incorporates the management of the Australian Life Saving Academy of NSW, and therefore the compliance of the Registered Training Organisation.
Pamela has a Masters in Adult Education, and a number of qualifications in VET. She has worked for not for profits for 9 years now, and been employed in the VET system in a variety of roles for 17 years.


Chris Davis

Chris Davis is the Manager Industry Support within the Department of Education and Communities Industry Programs Directorate. Chris has worked for the Department for the past 4 years and in the VET sector for 12 years. Chris' VET experience includes, managing funded training programs for the NSW Department, managing the Department's Western Sydney State Training Services Centre, establishing Surf Lifesaving Australia's Australian Lifesaving Academy and, managing a private Registered Training Organisation. Prior to working in the VET Sector Chris worked as a Human Resource Manager within Local Government.


Catherine Kearney

Catherine has had more than 10 years experience in the VET sector and joined ACPET in mid-2011. Her most recent experience was as a Client Relationship Manager with the National Audit and Registration Agency. Prior to NARA, Catherine worked in a number of communication roles within the then Department of Education and Training and in the private sector. Catherine is passionate about supporting and promoting the achievements of high-quality tertiary education and training providers throughout the sector and excited about the opportunities offered for students and providers by the National VET e-learning strategy.

Stephan Ridgway currently works as the Manager Leaning & Innovation in the Workforce Development Unit at TAFE NSW – Sydney Institute. Stephan has been involved with elearning within TAFE NSW for over 12 years, and has a wide experience in facilitating organisational change through supporting teams and inspiring a learning culture through emerging technologies, capability development programs, resources and a commitment to collaboration, communication and knowledge sharing.
